Set password without cloud-init

I've uploaded an Atomic image to Google Compute Engine and I'd like to try out Cockpit. I need to set a password for the fedora account however AFAICT GCE does not support cloud-init. I get an 'Authentication token manipulation error' when I try with passwd. Is there any other way to set a user password?

To avoid the need of cloud-init maybe you can use "virt-sysprep", in your workstation, to the image before the uploading, like:

$ virt-sysprep --root-password atomic-image.img

After that, upload the image and login as root with the new password :)

In fedora 20 , virt-sysprep is provided by libguestfs-tools-c-1:1.26.9-1.fc20.x86_64
