Will rpm-ostree ( http://www.projectatomic.io/docs/os-u... ) be made available to any RHEL versions?

Project Atomic specifically is for current RHEL, Fedora and CentOS distros and rpm-ostree essentially replaces yum on the Atomic host regardless of which of the three distros you are using. Don't expect to see backports of the Atomic hosts to older RHEL versions though.
