Very first command after logged in, fails ...

I guess the download link is wrong :

returns a base image with the following name Fedora-Cloud-Base-23-20151030.x8664.raw and not Fedora-Cloud-Atomic-23-20151030.x8664.raw

Can you post where you found that link? We may need to update the documents if you're getting a Base image not an Atomic image.

Don't bother about it, the link on Feb 1st returned Fedora-Cloud-Atomic-23-20151030.2.x86_64.raw.xz (with comd not found) and the day after returned the right 20160127.2.x86_64.raw.xz, >OK Un of Porto mirror has still the old version though http://ftp.up.pt/fedora//releases/23/Cloud/x86_64/Images/

There are two different images produced by the project Cloud Base and Cloud Atomic. Cloud Base is a standard but slim Fedora image. Cloud Base wouldn't have rpm-ostree. A Cloud Atomic image w/o rpm-ostree would be non-functional. That mirror definitely has old images though.

Well, the image 20151030 doesn't have rpm-ostree, the new one Fedora-Cloud-Atomic-23-20160127.2.x86_64.raw posted to-day is fine...
