rpm-ostree fails with "No such interface 'org.projectatomic.rpmostree1.Sysroot' on object at path /org/projectatomic/rpmostree1/Sysroot"

I have Fedora Atomic 23 running on bare metal. Today I attempted to update this in preparation for upgrading to a newer version. However any rpm-ostree command (e.g. status, upgrade) is returning an error "error: No such interface 'org.projectatomic.rpmostree1.Sysroot' on object at path /org/projectatomic/rpmostree1/Sysroot".

After several retries, this changes to "error: The name :1.15 was not provided by any .service files", then "error: Message recipient disconnected from message bus without replying", "error: The name :1.21 was not provided by any .service files", "error: The name :1.24 was not provided by any .service files", and so on with variously incremented 1.xx values.

I have previously been able to upgrade without issue, however I have occasionally run out of disk space during an upgrade which broke things for a while, but it seemed to have come right.
