Docker start fails on CentOS Atomic after docker upgrade to docker 1.12.3

Installed the latest CentOS 7.3.1611 Atomic Host (on OpenStack) and did an upgrade of docker 1.10 to docker 1.12.3 with the following commands:

systemctl disable docker --now

systemctl enable docker-latest --now

sed -i '/DOCKERBINARY/s/^#//g' /etc/sysconfig/docker

atomic host upgrade

After reboot, docker is inactive / dead:

-bash-4.2# systemctl status docker

● docker.service - Docker Application Container Engine

Loaded: loaded (/usr/lib/systemd/system/docker.service; disabled; vendor preset: disabled)

Drop-In: /usr/lib/systemd/system/docker.service.d


Active: inactive (dead)

Enabling docker and starting the service gives me:

-- Unit docker.service has failed.

With docker 1.10 docker works.

Could one confirm this behaviour? Any Ideas?
