how to change dns server ip address?

sorry, I am newbie to this. I changed the nameserver ip address in /etc/resolv.conf from A to B, but after reboot, it restored to A again, How can I change it permanently to B?

1 -- modify an existing resource record (here's the guide to that.aspx))

2 -- verify a zone delegation (here's the guide to that.aspx))
