You want to use systemd "drop-in"s to extend docker.service (from /usr/lib/systemd/system/docker.service).

$ mkdir /etc/systemd/system/docker.service.d/
$ cat >/etc/systemd/system/docker.service.d/proxy.conf << EOF
[Service]
Environment=HTTP_PROXY=http://myproxy:3128/
EOF
$ systemctl daemon-reload
$ systemctl restart docker.service

So adding the following to /etc/systemd/system/docker.service.d/proxy.conf will turn Debug on for docker: [Service] ExecStart= ExecStart=/usr/bin/docker -d -D
